Ive always had success with Open Fire! Until recently the additional graphics reflecting it was working were not in place (but neither were any grenade throwing enemies.. and they still killed us). I have found that Open Fire has always generally doubled the damage my broadside would do. I've never experienced it appear to be totally useless. Honestly the only one i've ever witnessed appear to be useless, is the now apparently useless Windcatcher.

Do you mean they added in a chase of wind pushing the cannon amo in another direction?
If not I don't know what your talknig about.
Treasure sense did work for me too. I used to get five royal chests every time I went out sailing. Now it seems i'll get 2-4 if i'm lucky.
Hopefully they'll fix that with a new update.
