NPC's (Minor Quests) Broken?

Not sure if this is a bug or not. According to the Wiki Many NPCs in various places will give you repeating "Minor Quests" you can do over and over. Many of which seem to be broken. The NPCs that seem to be broken exhibit the same oddity. After selecting them you are presented with a menu. Quest, Shop, Repair, Heal, ECT. When I select Quest the menu blinks but nothing else happens. I believe I have done the quests once. If the quests are intended to function only one time shouldn't the Quest button be removed? Have these quests been broken somehow?

Working:
Bartholomew Watkins
Sam Seabones

I'll throw you a bone here.

I'm having the same problem. It does seem that once you do these little side quests that you can't do them again. The 'quest' option comes up, but when I click on it I'm just brought back to the option of clicking on 'quest' again. Hope this helps.

Same for me, and btw, you can only go back to Josie or Johhny twice in a days time.
