Weird Side-quests?

I was thinking earlier, "Why not get quests from Peter Chipparr, the tattoo-receiver in Port Royal" and I clicked Quest. Two quests appeared with no name, so I accepted them. I checked my Journal for the name and this is what it said:

Want to see for yourself? Visit the Tattoo Parlor in Port Royal and accept the quests from the guy in there. My brain is hopping like eggs in a basket.
