What does your task say? Everything is kinda blurred together right now, so I'm not sure what is what. But if you state the entire task, it'll help lots.

It can be found from a searchable barrel in any navy fort. Fort Charles on Port Royal, Fort Dundee on Padres Del Fuego or Kingshead. I only know because I just did that one on my other pirate....hehe.
