Ships just seem to jump ahead of cannon balls. Wastes my ammo and just takes unnecessarily longer than it should to kill a bounty hunter. Please fix this issue as it affects everyone.

Yeah but it happens to literally everyone. So it has to be something wrong within the game.

That tends to happen regularly in Ideal to Full size servers. Lack of maintenance or just a few messing with the game for kicks are the reasons why the server performance deteriorates. Players with low end comps and/or small bandwidths tend to see it readily. When POTCO has a special event scheduled for that day, those ships start to really, really slow down--even in Quiet servers.
So try plundering in Quiet servers with a few friends. Use lower settings to improve performance. And one more thing, this is a private fan site. This is not an official site of Disney.
