Go behind the town in Tortuga, go into the entrance there, then go back till you get to a fort-ish looking thing, and go into it, then you should find the table there.

aye its in the theives den go all the way back to the right then u will see a fort go though the gate and there will be a door right in front of u enter last i checked there will be 2 grunts in there kill them then search the big desk in the center
