If I upgrade endurance on my basic access alt during the unlimited access event, will it be taken away after the event?

Only if you retrain your skills,
if you dont, it should stay.

I don't know about passives, but I know that any attack skills you unlock during the event will be locked again when it is over.

So I should just max out skills that are basic access?

If you don't plan on getting and keeping unlimited, then yeah, sure.
