My suggestion is to issue a bug report daily and see what that gets you. Have you done any part of the quest at all? If not, go to the fort in Port Royal and try searching the crates and barrels there to see if they let you search.

From the original post asking the steps, it implicated to me they had started the quest, and were having problems completing the steps. Perhaps they had not received the quest at all.

If that is the case, then absolutely report it to Customer Service with a bug report. I hadnt received my Port Royal teleport quest at level 27! (put in a request with customer service, had to do it twice). If it doesnt show up in your journal in a few days repeat procedure, if that doesnt work, call and complain (they should be able to escalate the support issue).

In such a case I would say somehow the pirate got bugged, and not the quest itself since its not happening to anyone else.
