A "ticket" is basically a note that somebody like an administrator would make in order to inform others about a topic that needs to be investigated and addressed. I assume that he made a "ticket" for your account to alert the other tech peeps that there was a problem with your pirate, so it can get fixed as soon as possible, and with the right amount of attention.

Usually, just logging on the same account will disconnect all characters online. Domestic must have gone wrong with it, though, as it's nit just you; many of my friends have been encountering issues like this.
