Why can't we repair all the time??

I think ships we sink should be grapple-(l)able. (Had to throw in the l by reason of phonetics.) How about using that to repair?

That being suggested, I don't know about repairing ships, in the middle of the sea no less, being a skill that many would have. It'd be somewhat too easy for one, and something else for another.
