Not a high level enemy. There can be a level 14 boss! Bosses have a lot of HP, more than we'll ever get. They are hard enemies for us fighters who want a challenge. (I can kill any enemy in the game no problem...besides the bosses level 25 and above!) And they are powerful too, but not too powerful to kill you in 5 hits.
For example an assassin boss has about 28,000 HP.
