This is any of those "Cadets" or "Guards" you see. Theres a cadet down by the town of Port Royal next to the beach.

Ahoy!
 The best way to fight guards, etc., is to take a bunch of people with you. Th lag can be bad, but with others, you can survive. Also, take plenty of potions to stay alive. See you in the game!
