This is inaccurate. Reps are scored per attack.

What causes the situation is someone causing additional damage to the enemy, and thereby limiting the number of attacks the original pirate can make resulting in a lower number of reps than they would haved normally received.

Working on "Little Ed" on Padres Beach today, I had found a quiet corner (I was the only one there; there are plenty of OTHER gypsies one can attack) and was doing my pattern. Cutlass taunt; doll curse; doll grave shackles; dagger throw dirt. Wait. Repeat. With six other gypsies in sight, Mr. Rep Stealer arrives and saves me from the inert gypsy. And the next.

My attempts at communicating with him (eventually degrading to "GO AWAY") was only answered once with something like "psffft."

Instead of getting 285 or 265 rep per gypsy, I started getting 30-40.

Should that person have been "punished" with a free teleport to a random server?

I can almost imagine the warning dialog that would come up for him: "A moderator has determined that your behavior was disruptive to, or harassing another player. POTCO discourages this behavior by restarting your game. Repeated behavior within 24 hours can result in a two hour block of your account. [OK]"
