Navy Veterans can be found on Port Royal at Fort Charles (the castle up the hill).
They can be found at Padres Del Fuego's "Fort Dundee".
They can also be found at Kingshead, but that be a dangerous place fer pirates (at the start).
Not sure about the doll based on your description.
1st wooden doll you unlock via a quest.
Next 2 upgrades, are purchased at a gypsy provided you are the appropriate doll level.
These are the Cloth, and Witch dolls.
Last upgrade (at least currently) is a quested "Pirate Doll' at doll level 15.
