After I leveled from 28 to 29, I was sent to Gibbs in Tortuga. He had me win at poker to prove myself and there was something about a chess set. He said something about finding a fence, I think, but there is no more to the quest. Did I miss something or is there more to unlock coming up?

no i do not think you missed anything, there used to be more to it if I remember right back in the beta days. They must not have cleaned up the dialog

No it's just another treasure panel unlocked and more stuff to collect.
