"Powerful" Navy ship

Ok got past the Tongs on the Will Turner quest now it says I need to retrieve a message from a "powerful" Navy ship. All I have seen before was about a 9 or 10 level navy ships and I did sink a few 8s (including a vanguard) so it has to be at least 9 or above. I crash a LOT so I am hoping that anyone who at least knows what level I need to look for or even what levels above 8 that dont work.

I have defeated practically every navy ship out there and havent found it yet...

I too have found the tongs and am now stuck trying to recover the letter from the "powerful" navy ship. It's ironic that the last update cleared the previous task by changing the "First Mate" to a "Sergeant", while at the same time depleting the ships down to a few low level sloops. Go figure...

I would imagine this will be something we have to team up on and board and the whole thing. Currently the highest one I can find is an 8. I suppose 10+ will be the ones we need as the previuously mentioned.
