I dont think so, I think THOSE people were confusing the Staff for the Doll.

I will use my staff to draw in not only the vets in formation at kingshead but all the officers sargeants, etc in the area as well and then kill them all. This results in 7-12 kills. Someone might think of this as "attuning"... im not sure.
