Actually, Streamlined (I) decreases turning AND cargo a little, and each of them do go up to Rank III. After you get to rank III, you chose to either go to S&C, Fortune Hunter or Firestorm.

( V - Correct, Rigging goes to rank 2, but streamlined is a hull upgrade - V )

Trust me, there are sources for this. ( Plus I was on test most of the time for the first week of the update. )

oh ya forgot. I know that hull upgrades go up to III, then rank IV, but RIGGING upgrades only go up to rank II.

You don't get a choice, except with Cargo. When you purchased Level III Streamlined, the next upgrade is Firestorm; with Level III Reinforced, the next upgrade is Skull & Bones. Only if you purchase Cargo III can you choose Firestorm, Skull & Bones, or Fortune Hunter.

That's stupid, they should change it to where cargo gets to only chose fortune hunter.
