There is no average time to give for server maintenance. Each type of maintenance is different, ranging from a few minutes to several hours. Check the main POTC page on Disney, and if nothing is there, it will probably on be a few minutes to 1/2 hour.
That said, even if you see an announced time, I would add another 30 minutes, as they usually end up running past the posted times.
