Skeleton ships are all over the place out near the wild islands. They are very easy to identify as they are black War Frigates with torn, almost non existent sails.

There are three different named skeleton ships at various levels:

Phantom
Revenant
Storm Reaper

The Phantom is the lowest levels of these, generally lvl 17 to 21 which is easier to kill and less powerfull shots if they hit you.

Tactics:
If you have a friend or guild member with a higher level ship like a Galleon or Frigate or even better, the War variants, or perhaps higher level cannon skills see if they will aid you.

If you attempt to solo these here is the best way:

1) Make sure you have enough room to maneuver around. Engage these ships from their bow (unlike the other Frigates, these can not shoot forward, only broadside).

2) Sail around in a giant circle turning away from the ship periodically to maintain distance using your broadside shots. (If they get close they will turn broadside and rape you. If you maintain distance they will keep turning into you exposing their bow constantly and unable to fire off a shot at you)

3) If during this you began to get close to other enemy ships, use your tacking maneuver to sharply turn your ship around and repeat the process in the opposite direction.

This is very simple to perform and works well for all ships especially high level Galleons. Normal Frigates can shoot forward, however only one or two shots vs their broadsides is acceptable damage for you ship to take. I have successfully solo'd the lvl 43 Juggernaut by drawing it out away from other ships with cannon fire and then using the fore-mentioned tactic to kill it. Its a very easy and fast way to engage ships much higher level then you and power-leveling your sailing skill in the process as most will yield 100+ rep per kill.
