Catching a Legendary Fish

I too have had issues with catching the rod, mainly because it wouldn't appear (I had caught a legendary in the exact same spot one lure before, then another came when this happened - happened twice).

However when it works correctly, I try to place my mouse in the center of the screen, then just keep clicking until it comes around. It's always in the same area, so good luck.
