Bad framerate/performance

Alright, so I'm running an
- AMD x2 3800+
- 2GB DDR2-667
- MSI 8600GTS
- Asus M2N-E mobo
- Windows Vista
- Dell 19" Monitor @ 1440x900
- 6mb Cable internet connection

Does anyone have an explanation as to why I am only running PotCO at 25 FPS max, and usually only less then 15FPS? The game only appears to be using 1 core from my processor (task manager lists core1 as 100% and core 2 as ~10%) and ~500MB of RAM, and my GPU seems like it is at idle temperatures while running, so is it really making no use of my GPU whatsoever? I can run LotRO on Ultra High with 4xAA, WoW with all max settings, and even Crysis at fairly high settings with more frames then this game. I really do like PotCO, the only thing keeping me from paying is that I refuse to pay for a game with graphics as bad as these and I'm still lagging when I could pay for another game like LotRO or WoW for a similar price and enjoy better graphics with 30-60FPS at all times.
