there's a few places you can find brigands, but you'll need someone higher level to help you. They're fairly hard for a lower level pirate to defeat.

You can find them in misty mire on tortuga, or in the caves of port royal. To find the cave, just go through the jungle to the other end. The rectangles on your compass show the entrances/exits. So just run towards the opposite rectangle.

Elvis claud is found in a shop in port royal i believe.

I think that he can be any EITC guy you kill.
