I'd actually think this would be a good idea that the POTCO Devolpment Team should add in. PvP land battles not only in the designated areas, but everywhere.
You could visit a Privateer faction and then claim "On Duty" where you will be flagged so you could try and defeat other people on land. And what Jeanne said, this is a glitch.
