Where do I go?
Can someone please explain the taboo doll thing? This is a new quest? Where do I go to get started? I have the voodoo doll (level 25) and my noteriety level is 34. Thank you for your help.

The Taboo Doll is obtained with the Level 5 Doll weapon quest. Check out the wiki on this one, it's a long quest:

So I'm assuming that since my voodoo doll is level 25 I missed my chance for the taboo doll quest? Or am I misunderstanding?

The level 5's should just pop up in your journal once the weapon hits lev 20. If it didn't, I'd call D on it.
