What you should do to get a really high bounty is start a crew with only three level 20 + cannoneering so they can use fury and go onto a light sloop and go up close to war ships so there broadsides can not hit you then open fire!

Dont know if this a bug or not but if your enemy does take cover you can still hurt him with fire!
