Sink ships (not your own) and defeat lots of enemies. Each weapon gets "reputation points" as your proficiency with that weapon increases. Your overall notoriety is the sum of your reputation, for each attack type (e.g. cannon, sailing, cutlass, pistol, etc.)

By attacking enemies with yellow or red "level" tags, you earn higher reputation bonuses. Being in a large crew (find a new one each time you login,) gives an even greater reputation bonus.

I agree with Edward, and would like to add that keeping the first of each weapon that you get and not upgrading gives more rep points per kill, as does not putting more than one skill point in an attack skill. You might want to wait to add points to attack skills once you have leveled up a good bit. Put one in each on that you want to unlock, but keep the rest of the points for later. You can put points in some of the passives (those that don't increase damage per hit with the weapon) and it won't mean getting less rep per kill. I apologize in advance if any of that sounds confusing.

I would suggest keeping your weapon levels within a close range of each other.

Ex.) Having your cutlass at level 20 and grenades at level 17 is ok.

I wouldn't want them over the range of four levels. I made the mistake of having grenades level 15 and all of my other weapons at 20+. It's been taking me even longer to level my grenades now than it might have been if I kept them within the range.

I like to go to Port Charels, and head to the back where you can find Grunts. When I am here, I make crews, and just attack and run around with my voodoo doll(:
I like to switch around my wepons every so often as well.
Also, ship sinking is a good way.
