Is the game being dumbed down?

Last night I saw a lv7 with a doll. We used to have to get to lv10 to get a doll. What else has been made available earlier and easier??

The doll quest becomes available for players at level 5, always has. Its the dagger quest that is given at level 10.

I didn't get it until level 8 -weird.

I think you might have had the quest when it was bugged. I knew of someone who was at lvl 25 and still didnt get the quest for it. If you press I in game, it will bring up your inventory and also let you know when weapons unlock if you havent obtained them yet.
