Is the game being dumbed down?

Last night I saw a lv7 with a doll. We used to have to get to lv10 to get a doll. What else has been made available earlier and easier??:skull:

The doll quest becomes available for players at level 5, always has. Its the dagger quest that is given at level 10.

I think you might have had the quest when it was bugged. I knew of someone who was at lvl 25 and still didnt get the quest for it. If you press I in game, it will bring up your inventory and also let you know when weapons unlock if you havent obtained them yet.
