If you are a basic member, you do not get to keep all of the rep points. By this it takes longer to level anything, including notoriety.

which is a dumb move on potco side bc then it will take longer for basics to master which means it will take longer for them to become a paying member
  which is also a smart move bc then more basics that cant pay bc of parents, money issues, and other reasons can play a bit longer |
