Contacted Disney about this a long while back, and this is what they had to say.

Hello there,
Starting out I'd like to state that multiple people from a fansite out there on the sea we call the internet has wondered this, and I am speaking on behalf of them. Since one of the recent updates we have noticed the addition of a "Code" button in the clothing and tattoo shops all across the Caribbean. There was never really anything mentioned about these buttons, but they do bring up a GUI screen to enter a code. I am guessing this is to get unique tattoos and clothes, but we were all wondering where these codes could be found? I know that with some of your other online games you have codes that come from products (Pixie Hollow clickables, Club Penguin toy codes, etc.), can we expect that in the future or will there be in game ways to receive these codes?
