Test/Open account access question

If they allowed all beta people, paid or not, to play on the test servers, then what would be the incentive to pay? We would all just play on the test server for free, unless the non paying players had the basic accounts. So, I think from a business standpoint, they would only allow the paid people on the test servers with unlimited accounts and the non paying players with basic accounts.

So close, but really, now everybody will be paying $100+ each year, (you got $50 free, 1/2 a year with a beta account), to have a full access test account- they are calling "Open"...

what i want to know is where you can get the test launcher. personally id rather stay in the beta worlds.
