Skill Point Question

I've made my newest pirate with the intention of doing as little of the Pearl Quest as possible, just doing weapon work and TP quests for now, in hopes of not having to grind so much to get my weapons leveled.

My question is this: At what level do you stop adding skill points to your weapons so you can keep the rep high? Once your weapons reach lev 10? 8? 15? I know that spending skill points will eventually lower my rep, so if anyone has any tips, much appreciated
