I think the problem is, that would require them to not on track kills, but also the Notoriety, Weapon, and Enemy level combinations as well.
Then the formula becomes too complicated for any pirate to comprehend or follow. I think it works as it is. I understand what your getting at, but I think the solution would be more complicated than its implementation warrants.
