I don't believe this hints at ship customization (however Disney did mention about it in a Developer's Diary). This is more than likely a simple effect Disney added to the picture to make POTCO seem that much more fun and cool.

If u take a look at the old trailors on the website you'll see davy jones and other things not in game now some of it is out dated but i don't thinkDavy Jones has ever been on pirates yet.

If I could have a customized ship, it would be as long as the ship of the line, and have a three floor deck, so I can have tons of gunners, and 10 canons on each side, a huge underdeck, for cargo and and huge black sails and in gold have a spartans helmet with the guild name in a downwards curve for the first one , and an upwards curve for the second word.
