You do not have to drop items to receive quest items.
All items picked up at tailors (ie purchased) will likely require an empty slot to obtain it, even if its "free". Unless they change the 4 item limit when they turn this new addition on.

Ugh! Why can't they do a simple upgrade that a lot of folks would be happy about...being able to hold 12 articles of each clothing in ur closet.

Also, is the feast on every server? I haven't found anything that mentions times and servers. Maybe i've just missed that info.
