Cutlass just kind of happened for most of the leveling since I tended to use it as my primary weapon when questing and a little grinding when I noticed I was close. I got a lot of rep from the Navy in Fort Charles. I did find the less damage more hits approach worked better than the fast kills. I stopped the combos before cleave and used Brawl and Taunt (and later Blade Storm) pretty much as soon as they recharged.
I did the higher dagger levels (20+) using nothing but thrown attacks. Mostly in the back of Beckett's Quarry (near the stairs to El Suduron) with the Assassin that spawns there and the Mercenary/Hired Gun that wanders up there. You do have to be careful with vipers nest not to attract any of the others but I was pulling 100 pts per EITC soldier right up to 25 (120 when I had a guildmate with me) but you do have a bit of waiting to do since the wandering merc/hired gun will go to green tag somewhere around 23.
And there's a convenient miner right there for a quick 5 gp heal.
If you don't have enough hit points to finish off an enemy using nothing but thrown attacks, then mix them in with combo moves but again don't take the combo too far. Open with a thrown dagger from the farthest range you have, add in another as they close and then go in for melee and mix in the thrown daggers as they recharge. Throw Dirt is really good to use to get the hit count up (and helps your opponent miss).
