Grappling Hooks

i dont know if this was covered, too lazy to search too deeply. I think it would be a good idea of the grappling hooks were locked until it was time to board a ship. anytime i sail with the public, it never fails. there's always some newbie that's firing hooks at any and all ships. i dont have to tell you that it's unproductive and wastes a cannon spot. furthermore, they dont listen when you ask them to stop using them.

what do you think? good idea?

Since grappling hooks does only 1 damage it actually can be a good rep builder if you can get behind the ship, especially after crippling the sails. At least this was true a while ago. This didn't get changed in recent update right? Anyone?

well they can still rotate with sails crippled, and only 1 damage per hit wont keep you alive long.

I've never encountered anyone trying to use grappling hooks as an offensive weapon. But then I don't allow public boarding on my ship, so I can't really say one way or the other.
