i was wondering where i can find some low level flagships

The Sentinel flag I typically see behind Cuba, and the Vette flag spawns behind Kings, but sails far (out to Outcast).

The Bulwark (and the Greyhound Sloop) haven't sailed Devil's Anvil since v11.4 - like three months ago (unles they just put it back in with the v12.2 update)

Most low level ships are right outside of Port Royal. All other places have a mix if not higher level. Remember though, the higher the level ship you fight, the more xp you get.
