You buy tonics from gypsys. The cannons from the gunsmith I presume.

On Port Royal, there are two shops near the bigger dock. They have signs outside with a sword and gun on them. You can get your supplies here.

In Port Royal on the path closest to Fort Charles that heads towards the Governor's Mansion there is a gypsy. She is standing next to her wagon. In Phase 1 she healed you for 5 gold.
