Is it going to be only available to the U.S.?

Is it going to be only available to the U.S. becoz i just got back form my vacation and it says you are outside the U.S. so your unable to play or something like that so does it mean only the U.S. wil be able to play POTCO or do you think that everyone will be able to play it by the release date/ BETA phase 2 ?

So, i have they asked too and the answer was:

At this time, we are only able to process U.S. and Canadian residents
through our beta system. Unfortunately, if you do not reside in one of
those countries, we will not be able to process your beta request. We
certainly apologize for your disappointment.
