Visit almost any Weaponsmith - and there wil be another NPC character in the room called a Trainer.
Talk to him, he will present you a list of your weapons to retrain.
Pay his fee, and ALL the points you have currently for that weapon will be placed back in 'the points pool' - with your weapon only having its orginal two points.
Proceed to re-put the points now in teh pool to where you want them...
CAREFUL... everytime you retrain the weapon, its gets MUCH MORE expensive! The First time of 250 is a bargin... but then its 2500 the second time, and 10000 the third time... so when you do it be very careful not to mess up
