Indeed, this is the way they set it up for the game, I would guess so that people could not simply camp off of most bosses. See the release note for bosses for more info.

• Boss Enemies can now be found in the Caribbean. They are marked by a glowing skull icon over their heads and are much more difficult to defeat than normal enemies of the same level. For some reason i've had to change servers cause the boss isnt there.Then it takes for ever to go get him again. Any one know how to find him?

Which boss might you be looking for, Aaron McEagle? As I said in the post above, some bosses are rare and spawn anywhere that a regular version of the boss's mob can be found, while others spawn relatively quick in the same spot.
