It has been reported, that if your account was created as a minor, even if its primary account, parental controls cannot be changed on it without linking it to another master account that was created as an adult. I do not know if this is correct or not.
I know one member had to create a new account, and have POTCO transfer his pirates in order to remove parental controls from his account.
