My Mood:

The higher your notoriety is, the more frequently it should occur. (Navy and undeads gunning for you, that is.) They should assocate your notoriety with suits, wherein switching it could occur for a lower level of notoriety. This would make leveling weapons a doozy, and hence I love the idea.
