I've gone that long without a card before. Then I got five in a row. It's mostly random.
Lately, I've been getting more from EITC soldiers than Navy. And if you want a guaranteed card, just do the Rowdy Rooster quests (I think his name is Black Mac, or something like that).  Mantaraya
