Chapter 2 Navy Gaurds Quest?

I have noticed that the navy guards closest to the prison seem to be higher level, whereas the ones closest to the skeletons tend to be level 3 and 5. The 8's and 10's are tough if you don't have several pirates helping you.

if you board a navy ship in the harbor the guards are usually lvl 3 or lvl 5. they can drop the item you need to progress.
