i do believe to get the key you need to kill navy guards some can be found at fort charles

Yes, keep killing "Guards" (not cadets, sargaents, or veterans).

There is often a guard a the bottom of the steps at fort charles.

You will also find a few guards in "Governors Garden", and "Royal Caverns" (both in port royal)

Additionally you can usually count on a guard fighting an undead pirate at the bridge in "Wicked Thicket".
