new undead flagships weird behavior

Has this happened to anyone else also, where they keep respawning in waves?

I boarded one where we took out everyone on deck, but then there were two guys who had gone to the front of the ship and beyond it. They couldn't be reached with the cutlass or the hand combat dagger and they couldn't be attuned, however throwing daggers and pistol shots reached them easily enough. Haven't seen them respawning in waves, and in the higher level guys, I definitely don't want to! lol
