It's called taunt, causes what I like to call bezerk. ^^
Basically what the skill does is makes the foe "angry", which causes there accuracy to decrease for a bit. ^^ P.S. You don't sound stupid, "The only stupid question is the one not asked."

yes they "Hey! Over Here!" is the result of someone using the Taunt Skill on a cutlass. it turns an enemy red and its kinda funny to use

LOL, at first I thought they needed help, so Id go help, then they would yell at me for leeching.....Then I realized it lol. Ive seen someone actually type it out before. I was laughin so hard. Every enemy they would type: "Hey, over here!"
